1. Login as an administrator and go to [BASE-URL]/secure/SiteDarkFeatures!default.jspa
  2. In the Enable Dark Feature text field add 
    com.atlassian.jira.projects.ProjectCentricNavigation
  3. This will enable the navigation sidebar for ALL users
